The people employed by the permit applicant who will be responsible for the work must be licensed for excavation work of that nature, and the applicant certifies in writing that they have read and understood the county’s excavation article. County agencies are excused from the insurance requirement. The applicant also has to provide all warning signs, barricades and lights to the Manual on Uniform Traffic Control Devices and the New Mexico manual, notify the sheriff’s office and the fire marshal where an excavation may interfere with emergency access, and apply for any required barricading permit separately.

Filed with the county before the excavation permit issues. The county writes the security as a two-tier test rather than a penal sum, and one of the two tiers is not a bond at all: below a stated construction amount the applicant pays cash in lieu of bond, and above it the applicant gives either a security bond or cash in lieu of bond. Because cash sits alongside the bond at both tiers, and because the tier depends on the value of the work in front of you, there is no single figure this page could honestly print. There is no charge for the permit itself, and it stays valid only for as long as the bonding and insurance remain current. Note that this instrument is separate from the county’s construction permit maintenance bond — the county’s own text describes that one as supplemental to this article — so a contractor who excavates and then rebuilds the surface carries both.
