Single-family homeowners doing on-property sewer repair with hand tools are excepted.
Obligee: City of Tacoma (Planning and Development Services). Citation: Tacoma Municipal Code 10.22.070.F (right of way bond); City of Tacoma Right of Way Bond form; tip sheet G-220 (Right-of-Way and Performance Bonds).

Term & renewal
Term: Continuous from the date of issue and conditioned to cover all permits issued to the applicant. It stays in force for a minimum of one year after completion and acceptance of any street cut or excavation.
Renewal: Continuous blanket bond with no fixed expiry; the surety may cancel only on at least ten days' written notice, and cancellation does not release it for permits already issued.
Filing
Kept on file with the City of Tacoma as a standing blanket bond before any right-of-way permit is issued. Although the City prints a set figure on its own bond form, Tacoma allows an assignment of funds in place of a surety bond, so the bond is listed here and the required amount is confirmed when you file. It is a measure of protection against injury or property damage while you work in the right-of-way. Separately, a right-of-way construction permit for larger work carries its own project-sized performance bond, so a contractor extending a public sewer can owe both. The Director may reduce or waive the bond for an abutting-property sidewalk replacement. Authority is Tacoma Municipal Code 10.22.070.F.
