Anyone applying for a Pueblo permit to dig in, open or excavate a street, alley, sidewalk or other public place. The bond is conditioned on complying with the City’s ordinances and the Director of Public Works’ specifications for that work. The underlying obligation runs long: if a particular excavation or part of it settles or subsides, the permittee who did the excavating is responsible for all repaving and repair costs for two years after backfill, and the City’s backfill specifications are adapted to the particular conditions of travel, load, terrain, subsoil and moisture where the backfill is made. Note the term carefully — this is not a per-permit bond that dies with the job. One bond covers the excavations you make within a twelve-month period, and it stays in force for two years after each of them is backfilled, so the exposure rolls forward rather than closing out.
