Idaho Plumbing Contractor Compliance Bond

What it is & who requires it

Plumbing contractors and plumbing specialty contractors certified by the Idaho Division of Occupational and Professional Licenses. Idaho does not issue a contractor certificate of competency until the applicant holds the relevant journeyman certificate, passes the board’s examination and files this bond, and it will not renew or revive the certificate without proof the bond is still in force. The two specialty classifications are the appliance specialty and the water pump specialty, each with a limited scope of work. Sewer, sewage disposal, excavating and utility contractors who work outside the foundation walls are expressly excused from the plumbing certificate requirement and so do not carry this bond.

Obligee: Idaho Division of Occupational and Professional Licenses (Idaho Plumbing Board). Citation: IDAPA 24.39.20.150.03 (Rules Governing Plumbing — Contractor and Specialty Contractor Certificate of Competency); authority Idaho Code 54-2606(3)(d), 54-2604(4).

Term & renewal

Term: The bond runs for the duration of the certificate period and must be effective for the whole of it.

Renewal: Renewed with the certificate — proof that the compliance bond has been renewed is required to renew or revive a plumbing contractor certificate of competency.

Filing

Filed with the Idaho Division of Occupational and Professional Licenses as a condition of your plumbing contractor or specialty contractor certificate of competency, and kept effective for the whole certificate period — the Division will not renew or revive the certificate without proof the bond has been renewed. The board’s rule sets the amount flat at $2,000 with no discretion to vary it for an individual licensee. One alternative exists and is worth knowing about: Idaho law lets you satisfy the requirement either with your own bond or with evidence that you are covered by a corporate industry group bond the board finds acceptable, which is a blanket bond a trade association carries for its members. The amount is the same either way. Idaho is a registration state for general contractors, so this trade bond is not a general contractor license bond and does not substitute for one. Authority: Idaho Code 54-2606 and IDAPA 24.39.20.
