The requirement is discretionary — the department may require the contractor or permittee to post a bond to ensure completion of the work, which is permission rather than a command. And it is unsized: the rule states no amount, and a sweep of the entire access code turns up no dollar figure at all. What it secures is completion of the access work itself. Separately, the code makes the permittee pay the department’s direct costs and labor for installing and relocating traffic control devices related to the permitted access, and failure to pay can be grounds for permit suspension and eventually removal of the access.
