Salt Lake County Excavation Completion Bond
What it is & who requires it
Contractors and utilities who tunnel under or excavate in a street, alley or other public place in unincorporated Salt Lake County. No permit is issued until the applicant has posted a completion bond with the county engineering division, sufficient to reasonably insure proper restoration of the ground and the laying of pavement. If the applicant fails to perform, the county’s cost of restoring the surface comes out of the bond and the balance is returned. Water conservancy districts, sewage districts and other entities that may be exempt from bonding provisions still apply for the permit and still must restore the cut surface, indemnify the county and pay the fees.

Term & renewal
Term: Three years — the bond guarantees restoration of the worksite for three years from the completion date of the restoration, reasonable wear and tear excepted.
Renewal: Per permit. A separate completion bond is not required where restoration of the ground and the laying of pavement is already specifically covered by another bond.

Posted with the Salt Lake County engineering division before your excavation permit is issued. The ordinance names no figure whatever: the amount is determined by the engineering division and must be sufficient to reasonably insure the proper restoration of the ground and the laying of pavement, so it tracks the scope of your particular cut. That is why the bond is listed here and the amount is confirmed when you apply. It guarantees restoration of the worksite for three years from the completion date of the restoration. A separate completion bond is not required where the restoration and paving are specifically covered under another bond. Certificates of insurance are filed with the permit, and a utility or a property owner working next to their own residence may satisfy that with evidence of insurance or adequate self-insurance; utilities may file evidence annually instead of per permit.
